The lights need a constant current at a higher voltage, so no they cannot be run directly from the battery, but most solar cell systems come with an inverter which changes the 12 or 24v dc into 240v ac, from which you can run any domestic appliance including these lights via their power supplies which then supply the correct current & voltage required by the LEDs.
